How do you package a service when everyone says yes to a call and no to the invoice?

I run a membership here in Dubai and I keep hitting the same wall. I do a 45 minute strategy session, they love it, they ask a lot of good questions, and then nothing. Six sessions last month, zero signups. I tried shortening the call to 20 minutes, I tried sending a one-page summary after, I tried quoting on the call instead of after. Same result.
I want to launch a second offer but honestly I do not think I have earned the right to. Growing a small team and the only people making money right now are the people I hired.
What did you change in how you package the thing, not how you sell it?

A clear decision on how to restructure the offer so the paid step is obvious before the call happens.

Shortened the discovery call, added a follow-up summary, quoted on the call instead of after
Constraints and unknowns
Small team already on payroll, so he cannot afford much more unpaid consultation time

The thing you already got right is that you are diagnosing on the call instead of pitching. Most people pitch and wonder why nobody moves.
What I would look at: is the call the offer, or is it the doorway to the offer? If the summary you send is a plan, they may be taking the plan and doing it themselves. I stopped sending anything detailed until money changed hands.
