Before I build the membership: sell it first or just open it?

I keep going back and forth on this and I'd rather hear what actually worked for people than guess. My audience is decent-sized but hardly anyone buys when I pitch, so I'm wondering if the problem is the pitch or the offer itself. Framing this as a test either way.
