Newsletter paywall: raise price or add a tier?

I've been at $8/month for eleven months and I know it's underpriced — I just can't tell if that's a pricing problem or a packaging one. My list is freelancers who are starting to hire, so they'll pay for things that make them money, but they're also the cheapest people on earth about subscriptions.
