I run member communities for three professional associations in Singapore. I seeded discussions, sent weekly prompts, brought in guest speakers—two of them still have threads with zero replies and events with single-digit sign-ups. I'm embarrassed to present these numbers to boards. My productised service depends on these clients renewing, and they won't if engagement looks dead. What should I stop doing first?

Already tried
Seeded discussions, sent weekly prompts, brought in guest speakers.
Constraints and unknowns
No extra staff; need a repeatable process for multiple association clients without more budget.
